Nationwide Data Center Air Quality and Multimedia Permitting (June 2026)
BlueScape Environmental has established a national practice supporting air quality and multimedia permitting for data center facilities across the United States. With completed permits, active applications, and feasibility studies spanning Arizona, California, Oregon, Ohio, Utah, Texas, Tennessee, Pennsylvania, North Carolina, New York, and Virginia, BlueScape brings coast-to-coast experience at every stage of the regulatory process.
Services begin with strategic feasibility reviews that evaluate permitting pathways, emissions thresholds, and design constraints before a project commits to a site or equipment configuration. A tracking Permit Matrix is developed. BlueScape then moves projects from application preparation through agency coordination, technical submittal, and permit issuance—a full-cycle approach called “Permit Mobilization.” Projects range from facilities utilizing emergency backup diesel generators to complex onsite power plants employing gas turbines and gas engines, with total data center generation capacity reaching up to 2 GW. Permitting work addresses criteria pollutants, hazardous air pollutants, greenhouse gases, and—where required—multimedia review of potential permitting review and project impacts related to soil contamination, biological impacts, stormwater, noise, hazardous materials, hazardous waste, surface water and other environmental concerns.
Recent milestones include issued construction permits in Arizona, Tennessee and Ohio, with active permit applications in Oregon, Nevada, California, Arizona, and Texas, and feasibility work supporting projects in New York, Virginia, Utah, North Carolina and Pennsylvania. This breadth of jurisdictional experience allows BlueScape to anticipate agency-specific requirements and accelerate permitting timelines for data center clients navigating an increasingly complex regulatory landscape.
Air Permitting for Power Generation Facilities Across Arizona (June 2026)
BlueScape Environmental is actively supporting air permitting for a growing portfolio of power generation projects in Arizona, reflecting the state’s surge in demand for grid reliability and data center backup power. The firm’s Arizona power generation work spans all stages of the permitting lifecycle—from initial feasibility review and regulatory strategy through permit application preparation, agency coordination, and permit issuance.
Completed Title V permits have been issued for the Bella Power project, a 400–500 MW reliability facility in Pinal County utilizing GE LM6000 Sprint turbines with SCR controls and up to 400 MW of battery energy storage, and for the ED3 project in Maricopa County, a 90 MW baseload utility facility using natural gas fired industrial engines. Active applications are underway for Baccara Power, a 684 MW natural gas turbine facility in Maricopa County, and Elixir Power, a 1.5 GW natural gas turbine facility in Pinal County. An additional five Arizona power generation projects are currently in process. Permitting authorities for these projects include the Maricopa County Air Quality Department and the Pinal County Air Quality Control District, both of which operate under nonattainment designations that require rigorous emissions analysis and offset strategies.
Technical services across these projects include preliminary and final emissions calculations, AERMOD dispersion modeling, Best Available Control Technology (BACT) demonstrations, Air Quality Impact Analyses, and preparation of complete Minor Source and Title V permit application packages. BlueScape also supported the Bella Project through the Arizona Corporation Commission’s Certificate of Environmental Compatibility process, including public hearings and turbine model evaluations.
Regional Transportation and Health Impact Modeling in Southern California (June 2026) BlueScape Environmental has completed regional-scale air quality and public health modeling for two major Southern California projects, applying advanced dispersion, photochemical, and health impact methodologies to inform environmental review and policy decisions.
For the San Diego Association of Governments (SANDAG) 5-Year Regional Transportation Plan Environmental Impact Report, BlueScape conducted transportation-related air quality modeling using AERMOD and applied BenMAP—EPA’s Benefits Mapping and Analysis Program—to quantify health impacts associated with transportation emissions across the region. The analysis linked modeled pollutant concentrations to health endpoints including premature mortality and respiratory disease, providing a quantitative basis for evaluating plan-level alternatives and mitigation measures.
For the Barstow International Gateway project, BlueScape prepared a Health Impact Analysis using CAMx photochemical modeling to evaluate project-related contributions to ozone and PM₂.₅ precursor emissions across Southern California. The CAMx analysis captured regional-scale atmospheric chemistry and transport, allowing the assessment to account for air quality effects well beyond the immediate project vicinity and to characterize health risks in sensitive communities throughout the airshed.
Together these projects demonstrate BlueScape’s capability to conduct rigorous, regionally scaled analyses that integrate transportation emissions, photochemical modeling, and epidemiological health impact frameworks—the kind of technical depth increasingly required by lead agencies for complex EIR and CEQA review.
